Job Description

The Debt Portfolio Resolution & Recovery Strategy Expert is responsible for monitoring and managing the bank’s watchlist, overdue, restructured and non-performing loan portfolio from a risk management perspective.

The role develops, recommends, monitors and challenges debt resolution and recovery strategies to maximize recovery, minimize credit losses and provisioning impact, and ensure prudent credit risk management for MBCambodia.

Key Responsibilities:

Portfolio Analysis and Assessment:

  • Monitor and analyze the watchlist, overdue, restructured and NPL portfolio on a regular basis.
  • Classify accounts by risk severity, recovery priority, collateral coverage, repayment behavior, legal status, restructuring status and expected recovery timeline.
  • Assess customers’ financial condition, cash flow, business continuity, repayment capacity, willingness to pay, source of repayment and available recovery options.
  • Identify root causes of deterioration, including borrower-specific issues, industry risks, collateral problems, fraud indicators, legal weaknesses, approval weaknesses and post-disbursement monitoring gaps.
  • Develop portfolio dashboards covering overdue movement, watchlist migration, restructuring performance, NPL formation, recovery rate, collateral coverage, legal status and expected provision impact.

Developing Debt Resolution Strategies:

  • Develop and recommend account-level resolution strategies for major watchlist, restructured and NPL cases.
  • Propose appropriate recovery options, including repayment plan, debt restructuring, collateral disposal, legal action, refinancing/take-out financing, family or third-party repayment support, sale of collateral with debtor consent, sale/transfer of NPLs, or other feasible recovery solutions.
  • Assess each proposed strategy based on expected recovery amount, recovery timeline, legal feasibility, borrower cooperation, collateral enforceability, reputational risk, compliance risk and provisioning impact.

Recovery Execution Monitoring and Challenge:

  • Coordinate with DCMC, Business Units, Legal, Credit Approval and other relevant units to ensure approved recovery strategies are implemented properly and on time.
  • Monitor execution progress against agreed action plans, milestones and recovery KPIs.
  • Challenge delays, weak recovery actions, unrealistic restructuring plans or ineffective legal strategies.
  • Escalate high-risk, slow-moving or material cases to the CRO, CEO, Credit Committee, or Board of Directors when required.
  • Participate in complex negotiation cases when requested, especially for large exposures, sensitive customers, restructuring proposals or high-impact recovery cases.

NPL, Provisioning Impact Assessment:

  • Assess and forecast the impact of watchlist, overdue, restructured and NPL movements on loan classification, ECL/regulatory provision, profitability and capital.
  • Provide early warning analysis and scenario assessment to support management decisions on recovery strategy and provisioning planning.

Operational Governance and Reporting:

  • Support for improving, and optimizing watchlist management procedures, restructuring guidelines, recovery strategy framework and reporting tools.
  • Prepare periodic reports on watchlist portfolio, overdue debt, restructured loans, NPL movement, recovery progress, restructuring performance, provision impact and key recovery actions.
  • Provide clear and concise reports to the CRO, CEO, Risk Management Committee and Board of Directors.

Job Requirement

Education: Bachelor’s degree or higher in Law, Economics, Finance - Banking, or Business Administration.

Experience:

  • Minimum 3 years, preferably 5-7 years of experience in at least two of the following areas: remedial management, debt recovery strategy, credit risk management, restructuring, corporate/SME workout, collateral recovery, legal recovery or portfolio monitoring.
  • Experience handling restructured loans, NPLs, real estate-related exposures, SME/corporate problem loans and legal recovery cases is highly preferred.

Technical knowledge:

  • In-depth knowledge of Cambodian banking regulations, NBC requirements, Civil Law, secured transactions, collateral enforcement, litigation process and debt recovery practices.
  • Strong understanding of credit risk management, loan classification, provisioning, restructuring principles, NPL management and recovery strategy.
  • Ability to assess borrower cash flow, repayment capacity, collateral recoverabilitylegal feasibility and expected recovery value.
  • Ability to develop practical recovery strategies for different borrower segments and stages of delinquency.
  • Ability to translate complex recovery cases into clear recommendations, action plans, timelines and expected financial impact.

Professional Skills:

  • Strong negotiation, persuasion, and problem-solving skills
  • High pressure tolerance and ability to manage strict recovery timelines and KPIs.
  • Independent thinking, strong judgment, practical mindset and ability to challenge weak or unrealistic recovery proposals.
  • Fluent in English and Khmer. Vietnamese is advance.
